I'm not exactly sure what you are talking about but you can make a mini tool bar appear close to where your insertion point is. Go to the office button in the upper left hand corner and left-click. in the resulting menu, roll down to Excel options at the bottom of that window. in the window that next opens choose the general tab. The first option in that window is Show/Hide the mini toolbar. Make sure the box is checked. This will result in a small tool bar appearing whenever you hover over a selected object.
