Post Unable to access the USB hard drive

I am using 64-bit Windows Server 2003 SP2. It is connected to domain. I have one external USB hard drive. Domain users cannot access the external USB hard disk. They have full the permissions. Then can access USB flash drive, but not external USB hard disk. And also USB external hard disk will not get the drive letter. If it connects to the Windows XP system, users can access it without any problem. How to fix this issue?
