Post Problem with IPSec in Windows Server 2003

I am running Windows Server 2003 SP2. I have not configured IPSec and Windows Firewall is disabled. Whenever I use the network, I lose the connection of in and out from the server. I have checked in the Event Log, it shows the message as “The IPSec driver has entered Secure mode. IPSec policies, if they have been configured, are now being applied to this computer”. Why this is happening?
