How to restrict the User Interface (UI) language Windows uses for all logged users in Windows 7?
This setting does not allow users to use more than one UI language installed on the system. Thus logged on users are restricted to the single UI language allowed by the Administrator of the system.
To restrict the User Interface (UI) language Windows uses for all logged on users follow these simple steps:
1) Click Start menu button and type gpedit.msc in the search box and hit Enter key.

2) Now navigate to the folder
Local Computer Policy\Computer Configuration\Administrative Templates\Control Panel\Regional and Language Options in the left pane

3) Double click on the option Restricts the UI language Windows uses for all logged on users in the right pane as highlighted above
4) In the Restricts the UI language Windows uses for all logged users Properties window click Enabled dot and select the language from the dropdown list under Restrict users to the following language statement.

5) Click Apply and then OK button
6) Close Local Group Policy Editor window
