Raining Effect in Photoshop
Step 1.
Go to start menu and open Photoshop.
Step 2.
Click on File => Open or press Ctrl+O or Drag and drop.
Select your image you want to give Raining Effect.

Step 3.
Inside the Layer palette you can see the layer by name “Background” and is locked just click twice on this layer a new window will appear and click on ok.
The layer “Background” will be changed to “Layer 0”

Step 4.
Now make a new layer by clicking on Create a new layer option from Layer palette.

Step 5.
This Step go to Filter from the drop down menu select Render=>Clouds
and from the layer box make the Opacity 60%

This step go to Filter=>Noise=>Add Noise here try these settings
Amount 62% , Distribution “Gausian” and tick on “Monochromatic”

Step 7.
In this step go to Filter from the drop down menu select Blur=>Motion Blur and try the same settings given below angle is 75 degree distance 10.

In this step just click on Blend Mode from the layer palette select the Option “Screen”
