Post Error when using Set command in netsh.exe in Windows Server 2003

I am running Windows Server 2003. I am trying to change the properties of an IP address using “Set” command in netsh.exe, but I am getting the error message as “A device attached to the system is not functioning”. How do I fix this error? Please help me.
