Oil Effect On Text using Photoshop
Step 1.
Open Photoshop and press Ctrl+N to open a new document of Width 500 Height 238 Mode RGB Resolution 72

Step 2.
From the layer palette click on the Create a New Layer a new layer will be generated.
Using Rectangular Marquee Tool (T) Select the entire work area and fill with Black color.
Now make a new layer from the layer palette. Click on the Horizontal Type Tool (T) and type any text. I used text style Cosmic San Ms and Strong and color White. press Ctrl+T to activate Free Transformation Tool and make the text large in size.
Step 3.
Now double click on this text layer a menu Layer Style appears.
Select Inner Shadow and set the following settings shown in the figure below.
I used the color is #7a0506

Step 4.
Now select the Inner Glow and apply the settings shown below. I applied the Inner Glow color as #835916

Step 5.
Now Select Bevel and Emboss and set the settings shown below. Here in "Highlight Mode" I used color #f9f7ab

Now inside Bevel and Emboss select Contour and apply the following settings.

Step 7.
This step select "Satin" and apply the following settings. Color I selected is "#9a231a"

Now Select the "Color Overlay" and select color is #ebd533 and all the settings shown below.

Step 9.
Now right click on the text layer make select Duplicate Layer and new layer copy of the text layer will be generated.
Now go to Filter=>Blur=>Gaussian Blur and apply these settings shown below.
