How to Prevent or Allow users to change account Password in Windows Vista?

Windows Vista gives you freedom to control which users are allowed to change their account password.

Note: You must be logged in as an Administrator to accomplish this.

To accomplish this in the follow these steps:

1) Open Start Menu and type lusrmgr.msc in the search box and press Enter key

2) In the Local Users and Groups window double click the desired user name in the middle pane

3) Now check the User cannot change password option to prevent user from changing account password.

OR

Uncheck
the User cannot change password option to allow users to change account password

4) Click Apply and then OK button
