How to Set default risk level for File Attachments in Windows Vista?
The default risk level for file attachments set by Vista is Moderate. However you can elevate this level to High Risk (strong security) or set it to Low Risk (weak security).
Note: You may also need to Set the Trust Logic for File Attachments
You can accomplish this in the following way:
1) Open Local Group Policy Editor and navigate to the branch
Use Configuration \ Administrative Templates \ Windows Components \ Attachment Manager in the left pane

2) Double click the option default risk level for the file attachments
3) Select the Enabled dot and choose High Risk, Low Risk or Moderate Risk from the dropdown list.

4) Click Apply and then OK button
