How to enable or disable creating Complete PC Backup functionality in Windows Vista?
This tutorial will help you to allow or prevent users from creating a complete PC backup. If you disable this setting then the Backup Computer button in the Backup and Restore Center window is greyed out as shown in figure below.

To accomplish this follow these steps:
1) Open Local Group Policy Editor and expand the branch
User Configuration \ Administrative Templates \ Windows Components \ Backup \ Client in the left pane

2) Double click the Turn off Complete PC Backup functionality option in the right pane
3) Select Not Configured or select Disabled dot to turn on ( enable or allow) Complete PC Backup functionality
OR
Select Enabled dot to turn off (disable or prevent) Complete PC Backup functionality

4) Press OK button
